The U.S. Department of State—Bureau of Consular Affairs released the EB-5 Visa Bulletin for May 2020 and it shows the final action dates for India has advanced 9 months.
India, Vietnam and Mainland China still have final action dates, but India’s advanced from January 1, 2019, in April’s Visa Bulletin to October 1, 2019, in the May Visa Bulletin. Vietnam advanced nearly two months to April 1, 2017, and Mainland China advanced 1.5 months to July 1, 2015.
Here is the final action dates chart for the EB-5 Visa Bulletin for May 2020:
India is predicted to become current by the summer of 2020. The rest of the world is current or “C”.
The Dates for Filing for Mainland China have not changed and remains December 15, 2015:
EB-5 applicants from Mainland China with a priority date before December 15, 2015, as well as EB-5 applicants from the rest of the world, regardless of priority date, may prepare and submit visa applications.
The Visa Availability Approach:
The new visa availability approach, which prioritizes EB-5 applications from countries where visas are currently or soon to be available, does not affect investors from India or Vietnam.
USCIS News:
USCIS has extended their temporary office closures to June 4, 2020. However, they are still performing duties that do not involve in-person interaction with the public, meaning that they are continuing to process EB-5. With the closures of consulates and embassies abroad, they may be processing more adjustment of status applications for investors already residing in the U.S.
Processing times at the Immigrant Investor Program Office (IPO):
Processing times for the I-526 Immigrant Petition by Alien Investor have not changed yet and are still 30 months to 50.5 months.

I ve done eb5 on nov 7 2019.. currently it showing final action date of oct 19.. what does that mean?? Oct 19 files have been processed or that have start working on files which they have revived on oct 19
